David A. Carter, Ph.D. Vice President and Director of Training and Research Commission on Colleges Southern Association of Colleges and Schools Decatur , Georgia
As a member of the professional staff of the Commission on Colleges, David is directly involved with all aspects of the Commission's peer review process. He participates in the development and implementation of the Commission's accreditation standards, policies and procedures. He oversees the training and research programs for the Commission. He also maintains and manages the Commission's Evaluator Registry which is the primary data base for selecting individuals to participate on the Commission's peer review committees. He speaks on accreditation topics at professional meetings throughout the region and country. He also presents workshops on institutional effectiveness, assessment, quality enhancement, and learning outcomes at the Commission's Annual Meetings and other state organizations throughout the region.
He provides consultation and advice to institutions preparing for accreditation reviews. Additionally, he selects, trains, and accompanies teams of peer evaluators, and provides consultation and advice to the Committee on Compliance and Reports, the Commission's standing committee responsible for reviewing reports from institutions and accreditation committees
His current research at the Commission is focused on the general issue of learning outcomes and assessment. Three projects currently underway involve strategies for assessing the transferability of course work within an international context, enhancing the quality of the educational experiences for individuals in high risk situations, and enhancing the success rate for institutions in establishing compliance with the Commission's standards dealing with learning outcomes and general education competencies.
David received his B.A. and M.A. in Speech Communication from the University of Akron , and his Ph.D. in Communication from the University of Iowa . Prior to joining the Commission staff in 1988, he taught at the University of Akron , Western Illinois University , and the University of South Florida.
Jim Bryant , Ph.D. Chief Information Officer State of South Carolina
Jim Bryant, Ph.D. is a native of Charleston, South Carolina where he graduated from The Citadel as an Air Force Distinguished Graduate in 1980. He served in the United States Air Force and Joint Military Service as a Lieutenant Colonel specializing in communications and logistics. He earned 4 Meritorious Service and 1 Air Force Achievement Awards during his distinguished career. Dr. Bryant was also selected and performed an Education with Industry tour at Boeing Petroleum Services in New Orleans, Louisiana.
Dr. Bryant was a telecommunications and information systems director at several technology companies, and an adjunct instructor at 3 Universities after retirement from the United States Air Force. He earned a Ph.D. in Environmental Engineering; MA in National Security and Strategic Studies; MS in Computer Information Systems; MBA in Management and BS in Business Administration. He is also a graduate of the Air Command and Staff College, Marine Corps Command and Staff College, Naval Command and Staff College and Armed Forces Staff College.
Dr. Bryant has been the Chief Information Officer for the State of South Carolina since January 2006. He leads the most talented 300+ information technology professionals in the United States to "Connect People With Information" across South Carolina. Dr. Bryant has been featured in Government Technology and Washington Technology for his innovative/ cutting edge work with advanced software architectures and emergency response preparation for “Making Government Better” in South Carolina.
Dr. Jim Bryant is a widely sought speaker and has given keynote presentations at many leading venues in government, academia and industry. His presentations to varied audiences combine wit and keen insight into the issues of information and network technology and its impact on society. In addition to his academic accomplishments, Dr. Bryant has made extensive contributions to professional societies around the nation including Government Industry Councils, IEEE, ACM, NREP and the National Association of State CIOs.
